Keeping Kids on Track in the Middle School Years
Ensuring youth in the middle school years are connected to the community can prevent them from later disconnecting from school and work. Youth development staff, volunteers, and mentors can play a pivotal role in building healthy, sustained connections for young people. Improving Federal Collaboration for Homeless Children and Youth
The National Collaboration for Youth has released a joint policy brief on “Improving Federal Collaboration for Homeless Children and Youth” with the Campaign to End Child Homelessness, National Association for the Education of Homeless Children and Youth, and National Law Center on Homelessness & Poverty. The brief contains recommendations on how the federal government can enhance policy and program coordination to improve outcomes for homeless children and youth.

This brief cites the importance of a full-range of developmental assets, in school, in the home and in the community, that youth need to succeed. An Invitation to the Big Picture: Implementing a Local Collaboration for Youth (LCY) in Your Community
The NCY and the Forum for Youth Investment recently release a guide to forming and sustaining Local Collaborations for Youth (LCY). An LCY is a means for local child- and youth-serving agencies to pool their collective expertise, resources, and voice in ‘whole-community’ efforts to improve outcomes for children and youth. It’s a chance to lift your eyes from the pressure of your agency’s own measurable outcomes and take a look at the Big Picture of child and youth well-being in your community.

ACYF Commissioner Challenges NCY to “Rethink Positive Youth Development.”
Speaking to a packed house of policy representatives of National Collaboration for Youth (NCY) member organizations, Bryan Samuels, Commissioner of the Administration on Children, Youth and Families (ACYF), US Department of Health and Human Services, voiced strong support for positive youth development (PYD) principles but suggested that it is time to rethink PYD as it relates to high-risk youth. Samuels demonstrated that the incidence of problems affecting youth is clustered in geographic areas, noting that the PYD asset-based approach to all youth is not enough for those at highest risk of negative outcomes. He challenged the Washington Group of the NCY and NHSA to address the importance of going beyond youths’ own assets to engage families and communities in building resilience and building protective mechanisms for high-risk youth. NCY Releases Updated & Expanded Version of Elementary & Secondary Education Act (ESEA) Recommendations
The National Collaboration for Youth and its members
have produced updated and expanded recommendations for improvements to the
reauthorization of the Elementary and Secondary Education Act. At a time when
statistics show the decreasing chances of an at-risk young person graduating
from high school, or graduating with the skills to continue onto higher
education or into meaningful employment, our recommendations focus on relevance
and readiness – making education and the future relevant for youth, and

Ready By 21- NCY Comments in Response to the Department of Education’s Notice of Proposed Priorities
Ready by 21 and the NCY have submitted comments in response to the Department of Education's August 5, 2010 Notice of Proposed Priorities for future discretionary grant programs, beginning in FY2011. Body Image, Health and Media
Today, the National Collaboration for Youth and Girl Scouts of the USA hosted a webinar on Beauty Redefined: The Future of Girls Body Image, Health and Media. Program, Research and Policy staff at Girl Scouts of the USA shared how the childhood obesity epidemic has caused girls to be caught in a double bind—on one end they hear that children are overweight today and that is unhealthy and unattractive—on the other end of the spectrum they see images of girls and women who are super-thin and over-sexualized.

National Collaboration for Youth Hosts Congressional Briefing on School Climate
On Tuesday, June 15th the NCY held a Capitol Hill briefing on School Climate and Academic Achievement: Using Data to Improve Conditions for Learning and Youth Outcomes. Over 100 congressional and agency staff, members of the NCY and the community were in attendance. The briefing focused on the use of data to improve students’ safety, health and well-being. Promise Neighborhood Program Is Officially Launched
The U.S. Department of Education has launched the Promise Neighborhood program, the first federal initiative to put education at the center of comprehensive efforts to fight poverty in urban and rural areas, which will make $10 million available for planning grants for implementation of cradle-to-career services. NCY Releases Appropriations Priorities for FY2011
The National Collaboration for Youth, a coalition of the nation’s leading youth service organizations, has identified the following Appropriations Priorities for Fiscal Year 2011. The appropriations priorities are summarized on the NCY appropriations webpage. Each heading is a link to view the one-page statement and rationale for the NCY request. Requests were sent to House and Senate Appropriations Committee members on April 9th.

NCY Submits Recommendations on Elementary and Secondary Education Act (ESEA) Reauthorization
Earlier this month, the House Education and Labor Committee requested comments on the Elementary and Secondary Education Act (ESEA). On Thursday, March 25 the National Collaboration for Youth submitted recommendations aimed at increasing student attendance, decreasing the dropout rate, improving academic success by building stronger connections to school and community, developing applied skills necessary for the workforce, and enhancing social and civic responsibility. The deadline for comments is Friday, March 26th.

NCY Submits Comments on Newly Established Task Force on Childhood Obesity
President Obama signed a Presidential Memorandum on February 9, 2010, establishing a Task Force on Childhood Obesity that directs Federal agencies to create a comprehensive interagency national action plan to solve the challenge of childhood obesity within a generation. The Task Force is chaired by the Assistant to the President for Domestic Policy and composed of senior Federal officials representing the White House, the Office of Management and Budget, and the Departments of Interior, Agriculture, Health and Human Services and Education. The Presidential Memorandum directs the Task Force to make recommendations that include, but are not limited to, meeting four objectives:
- Ensuring access to healthy, affordable food;
- increasing physical activity in schools and communities;
- providing healthier food in schools; and
- empowering parents with information and tools to make good choices for themselves and their families.
On Thursday, March 25 the NCY submitted comments focused on promoting healthy weight, nutrition and physical activity.

NCY Members Sign Letters of Support for the Child Protection Improvements Act
On March 26th, the National Collaboration for Youth, MENTOR and YMCA of the USA sent letters of support to members of the House and Senate on The Child Protection Improvements Act of 2009. Many National Collaboration for Youth members also signed on in support of the legislation which would create a permanent national system making FBI fingerprint searches accessible to youth-serving organizations. More than 6% of the nearly 69,000 volunteers screened with FBI searches during the PROTECT Act Child Safety Pilot had criminal records of concern-including extremely serious crimes like child sexual abuse, cruelty to children, and even murder. In addition, more than 41% of individuals with criminal records had crimes in states other than where they were applying to volunteer-meaning that only a nationwide check would have caught the criminal records. The Child Protection Improvements Act of 2009 would create an applicant processing center to conduct FBI fingerprint searches for youth-serving organizations-in a streamlined and efficient way and at a reasonable cost.

NCY Expresses Support for the Juvenile Justice and Delinquency Prevention Act
Today, the NCY sent letters to members of the Senate in support of S. 678, the Juvenile Justice and Delinquency Prevention Reauthorization Act of 2009. S. 678 strengthens and updates critical components of the Juvenile Justice Delinquency and Prevention Act (JJDPA), which has been protecting youth across the nation for 35 years. The legislation was introduced on March 24, 2009 by Senators Leahy, Specter, Kohl, and Durbin and currently has 8 bipartisan co-sponsors. View a copy of the letter.

Webinar on Building Civic Pathways for Non College Bound Youth
Announcing a National Assembly/National Collaboration for Youth and PACE-Philanthropy for Active Civic Engagement
About half of young Americans have never attended college. They are less than half as likely to vote and to volunteer as their college-educated peers. These youth have few opportunities to develop civic skills and interests. Drawing on a white paper published by in PACE-Philanthropy for Active Civic Engagement October, 2009, An Inequitable Invitation to Citizenship: Non-College-Bound Youth and Civic Engagement, Jim Youniss, Professor of Psychology at Catholic University of America, and Peter Levine, Director of CIRCLE, The Center for Information and Research on Civic Learning and Engagement and Research, and research director of Tufts University’s Jonathan Tisch College of Citizenship and Public Service will provide the latest research on non-college bound youth and civic engagement.
The speakers will suggest ways that civic and human services sector organizations can be part of the solution to greater inclusion of non-college bound youth, while at the same time enriching their own missions, creating future volunteers, social justice advocates, and engaged citizens.

President Obama Releases FY2011 Budget Proposal
Today, President Obama released his FY2011 Budget. View the budget release.

NCY Submits Comments in Response to Corporation's FY2010 NOFA
The National Collaboration for Youth has submitted comments in response to the Corporation’s Fiscal Year 2010 Notice of Funds Available (NOFA) for Social Innovation Fund Awards. The Corporation released a draft Notice of Funding Availability (NOFA) for the $50 million Social Innovation Fund (SIF) which will provide $50 million in funding to 5-7 intermediary grantees that will, in turn, provide subgrants of $100,000 or more per year for 3-5 years to other nonprofits for innovative programs in low-income communities.

Webinar on Good Intentions: The Beliefs and Values of Teens and Tweens Today Research Findings
The Girl Scouts Research Institute and the National Collaboration for Youth held
a webinar today to share research findings from Good Intentions: The Beliefs
and Values of Teens and Tweens Today (2009), a national study conducted by
the Girl Scout Research Institute (GSRI) in partnership with Harris Interactive.

The study explores what youth today value and how they go about making
decisions, based on research conducted with 3,263 3rd- to 12th-graders from
around the country. This work builds on a study published in 1989 by GSUSA and
paints an encouraging picture about a generation of youth responsible to
themselves and to others, and who value diversity, acceptance, and community
involvement. It also highlights the important role that adults play in helping
girls actualize their good intentions.

Schiff, Conyers and Mike Rogers) of the Child Protection Improvements Act for introducing the legislation. Congressional Briefing Draws Concensus on Youth Issues
On March 3rd more than 100 legislative aids, federal agency staff, and child and youth development professionals gathered for a briefing sponsored by the NCY & United Way of America to discuss policies and legislation affecting children & youth in the 111th Congress. The briefing consisted of three panels based on the NCY policy agenda for the 111th Congress: “Toward a Brighter Future: An Essential Agenda for America’s Young People.” The speakers covered the major developmental aspects of a child’s life, from birth to 24 years. NCY Priorities in President Obama's FY2010 Budget Outline
President Obama released his FY2010 budget blueprint after a press conference February 26th. The roughly 140 page outline totals calls for nearly $4 trillion in spending including a $634 billion reserve fund for health care coverage and an additional $750 billion in bailout funds. The President has also stated that his outline will seek to cut the deficit in half by 2013. Some cuts include the Department of Education's Federal Mentoring Program. NCY Letter on the Economic Recovery Package
The NCY has sent a letter on children and youth in the economic crisis to Congressional Leadership Offices and House and Senate Appropriations Committee members. The letter focuses on stimulus issues which impact our members greatly: youth employment, afterschool and out of school time, and at risk youth.
